however, on the whole, China's paper industry has many enterprises and small scale, and the extensive growth mode has not been fundamentally changed. There are still a considerable part of backward production capacity, resulting in high consumption, high pollution and low efficiency. At the same time, the independent innovation ability of China's paper industry is still very weak. The high-grade and high-quality paper varieties with high-tech content can not meet the market demand and need to be imported every year. The key parts, components and accessories of some large-scale paper-making equipment basically depend on imports. It should be noted that China's paper industry is still facing many difficulties and problems. The author believes that the most prominent is the serious shortage of papermaking raw materials. This can also be said to be the key bottleneck for the future development of China's paper industry

in the "proposal", the central government clearly pointed out that the formulation of the Eleventh Five Year Plan "should fully implement the scientific outlook on development", "change the concept of development, innovate the development mode and improve the quality of development", "during the Eleventh Five Year Plan period," we must accelerate the transformation of economic growth mode and improve the ability of independent innovation ". "We should take the development of circular economy with 'efficient utilization and recycling of resources as the core' as the basic national policy". "Develop circular economy, protect the ecological environment, accelerate the construction of a resource-saving and environment-friendly society, promote the coordination of economic development with population, resources and environment, and take a new road to industrialization". 1 China's paper industry has broad development space in the new era

we must clearly realize that China's paper industry is still in the "development and growth period". According to the prediction of relevant departments, the consumption will reach 70-80 million tons in 2010, which may exceed 80 million tons. Therefore, there is still a lot of room for growth in China's paper and paperboard consumption during the Eleventh Five Year Plan period. This is an excellent opportunity for the development of China's paper industry

the paper industry is highly related, involving agriculture, forestry, packaging, printing, machinery manufacturing, chemical industry, transportation, energy and other industries. At present, China is in an important development stage of industrialization and urbanization. With the rapid development of China's economy, the paper industry will develop synchronously with relevant industries. In the next few years, the growth rate of China's paper production will continue to be more than 10%, which will still be higher than the growth rate of the national economy

in recent years, China has become one of the countries with the fastest growth rate of paper production capacity in the world. Is there "overcapacity"? By no means. It is undeniable that some paper products have oversupply in a certain period of time, but this needs to be analyzed in detail. The author believes that it is mainly due to the shortage of some paper products in the market and large profits. Everyone comes to strive for this attractive market and falls into blind competition. Although the huge demand of the market has been met, it also leads to the excessive expansion of the production capacity of some varieties and the decline of the gross profit level of enterprises. Therefore, generally speaking, the temporary imbalance of individual paper varieties can not represent the general direction of the industry. Because China's paper industry is still in the "development and growth period", it can not be said that China's paper industry has been "overcapacity". Of course, the competent department of the industry should provide accurate information of the paper market in time to guide the enterprises, so as to avoid repeated construction and unnecessary losses to investors. At the same time, enterprises themselves also need to face it seriously and make prudent decisions

even if some paper products show that the shear capacity of cast iron materials is less than the compressive capacity when under pressure, there is a "surplus" in the paper market for the time being, we can also use the "global attack strategy" to go to the world. It is also an important strategic choice for the future development of China's paper industry to exchange export products for raw materials and process them as "incoming materials"

2 the new government earnestly solves the problem of raw material shortage in China's paper industry

statistical data show that since 1990, the growth of domestic primary pulp has lagged far behind the growth of total pulp consumption. In 2003, when the domestic production of paper and paperboard increased by 80% compared with that in 1995, the output of self-produced primary pulp increased almost zero, and the later years were basically the same. Not only did the output of wood pulp not increase, but also grass primary pulp did not increase significantly due to many factors such as adjusting the structure of paper products and raw materials, protecting the environment and controlling water pollution. Therefore, in recent years, China's paper and paperboard production has increased significantly, and the required pulp raw materials mainly rely on imported wood pulp and imported waste paper. China's paper industry has become increasingly dependent on imports of raw materials. The supply of papermaking raw materials such as wood pulp and waste paper in the international market and the changes of suppliers' marketing strategies have a direct impact on the development of domestic papermaking industry. Relying on long-term import to solve the serious shortage of papermaking raw materials in China is not a fundamental solution, especially the current rising energy prices, a substantial increase in transportation costs, and an increasing risk of potentially affecting national economic security. This is a serious problem that cannot be ignored

2.1 Fu vigorously promotes the implementation of forest paper integration project

China is a country with poor forest resources. Vigorously developing artificial fast-growing and high-yield forests and implementing forest paper integration project are not only an important way to solve the problem of wood pulp and paper fiber raw materials, but also the key for China's paper industry to embark on a circular economy. Now the country has implemented the integration of forestry and paper as a development strategy. In February 2002, the State Council officially issued the notice on Several Opinions on accelerating the construction of raw material forest base of paper industry. In February 2004, it also announced the Tenth Five Year Plan for the construction of national forest paper integration project and the special plan for 2010. The state has allocated certain funds to support the construction projects of paper enterprises, which is a major event in China's paper industry. We are glad to see that some large domestic paper-making enterprises have taken action and began to use the concept of circular economy to form an integrated forest paper enterprise group. It has a certain scale of pulp and paper-making enterprises and corresponding raw material forest bases, and implements the one-stop operation and asset integrated management from "seed selection → seedling raising → afforestation → mining and transportation → processing → pulp → paper-making", adopting the circular economy model, The process of implementing the forestry paper integration project has been accelerated

however, due to the shortage of land resources suitable for forestry in China and the fact that the forestry paper integration project is a very complex system project, it involves many aspects such as planning, paper industry, forestry, agriculture, finance, finance, taxation, water conservancy, ecology and environmental protection. There are many problems to be solved and a lot of detailed work to be done. Therefore, the implementation of forestry paper integration has not progressed very smoothly so far. Many experts, scholars, local governments and enterprises have put forward many useful opinions and suggestions, which is a very good phenomenon. At the same time, people also see that some projects reported by some places have not been approved by the state for a long time. At present, many projects that have been officially approved by the state have problems in construction funds or the raw materials required for papermaking have not been fully realized; In other projects, there is a debate on the supply scope of cultivating fast-growing timber and forest land, which has not been implemented for a long time, and even has resistance, which makes the implementation of the forest paper integration project very slow

therefore, at present, we should speed up the integration of forestry and paper, so as to make it develop healthily and achieve positive results. When the state has determined the integration of forestry and paper as a development strategy and officially issued a series of policies and regulations, it is hoped that the relevant national and local departments, in the spirit of seeking truth and pragmatism, will implement some specific policy issues involved in the implementation of the forestry and paper integration project, such as the implementation of fast-growing and high-yield forest land; How to solve the independent management right of fast-growing and high-yield forest; How to solve the problem of excessive and heavy taxes; And how to better mobilize the enthusiasm of plantation operators and investors, seriously implement the no-load height of handwheel and nut screw adjustable experimental machine in accordance with the spirit of national documents and regulations, actively adjust relevant policies, formulate operable implementation rules according to the spirit of central documents, and do a good job in macro coordination, so that each piece can be truly implemented

Of course, there will be some risks and various difficulties, which requires our ideological preparation

2.2 expanding the recycling of waste paper

making full use of waste paper resources is also one of the important measures for the adjustment of raw materials in China's paper industry and an important part of the implementation of circular economy in the paper industry. At present, the amount of waste pulp in China has accounted for 52% of the total paper pulp. This fully shows that China's paper industry has a great dependence on waste paper resources

however, the recycling of waste paper in China is not very ideal. At present, the recovery rate of waste paper in China is only 30.6%. A large part of the source of waste paper required by domestic paper enterprises depends on import. It may have reached 16 million tons in 2005. China is now the world's largest importer of waste paper. In 2004, China imported 12.3 million tons of waste paper, accounting for more than 48% of the world's tradable waste paper. It not only causes the sharp rise of international waste paper prices, but also drives the rise of domestic waste paper prices

in the past 12 years, a batch of new paper machines with waste paper as raw material will be put into operation in China. The demand for waste paper will continue to increase significantly, mostly considering the use of imported waste paper. However, it is reported that the foreign paper industry is also increasing the consumption of waste paper. The increase in the amount of waste paper available in the international market is relatively decreasing.
